This Gast B344A OEM Felt Spacer is part of the external air intake filter. The felt spacer fits over the plastic filter support fitting. The whole assembly is held together with a flat, round plastic part that snaps onto the support fitting.
It is recommended to replace the spacer periodically to maintain the right volume of clean air at the right pressure.
